This order is made under section 42A of the Civil Aviation Act 1990—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Transport made in accordance with section 42A(3) of that Act.
Order
1 Title
This order is the Civil Aviation (Safety and Security) Levies Amendment Order 2025.
2 Commencement
This order comes into force on 1 May 2025.
Order: confirmed, on 20 December 2025, by section 9 of the Secondary Legislation Confirmation Act 2025 (2025 No 84).
3 Principal order
This order amends the Civil Aviation (Safety and Security) Levies Order 2002.
4 Clause 10G amended (International passenger security levies)
Revoke clause 10G(5)(f).

Explanatory note
This note is not part of the order but is intended to indicate its general effect.
This order amends the Civil Aviation (Safety and Security) Levies Order 2002 (the principal order). Clause 10G of the principal order imposes a levy on international passengers for aviation security services. Clause 10G(5)(f) currently exempts a passenger on an aircraft departing from an international airport to which section 7 of the Airports (Cost Recovery for Processing of International Travellers) Act 2014 applies from payment of the levy. This order removes that exemption.
This order comes into force on 1 May 2025.
This order is a confirmable instrument under section 122 of the Legislation Act 2019. It is revoked at the close of 30 June 2026, unless earlier confirmed by an Act of Parliament. That stated time is the applicable deadline under section 123 of the Legislation Act 2019.

1 General
This is a consolidation of the Civil Aviation (Safety and Security) Levies Amendment Order 2025 that incorporates the amendments made to the legislation so that it shows the law as at its stated date.
2 Legal status
