This order is made under section 47 of the Civil Defence Emergency Management Act 2002—
(a)
on the advice and with the consent of the Executive Council; and
(b)
on the recommendation of the Minister of Civil Defence made after being satisfied that the amendments made by this order will have no effect or no likely effect on the rights of any person and no effect or no more than a minor effect on the obligations of any person.
Order
1 Title
This order is the National Civil Defence Emergency Management Plan Amendment Order 2019.
2 Commencement
This order comes into force on 1 December 2019.
3 Principal order
This order amends the National Civil Defence Emergency Management Plan Order 2015 (the principal order).
4 Schedule amended
(1)
In the Schedule, clause 2(1), revoke the definition of MCDEM.
(2)
In the Schedule, clause 2(1), insert in its appropriate alphabetical order:
NEMA means the National Emergency Management Agency
(3)
In the Schedule, replace the cross-heading above clause 21 with:
National Emergency Management Agency
5 References to MCDEM replaced
In the principal order, replace “MCDEM”
with “NEMA”
in each place.

Explanatory note
This note is not part of the order, but is intended to indicate its general effect.
This order, which comes into force on 1 December 2019, amends the National Civil Defence Emergency Management Plan Order 2015. It replaces the definition of MCDEM (the Ministry of Civil Defence and Emergency Management), with a definition of NEMA (the National Emergency Management Agency). It also replaces all references to MCDEM with references to NEMA, which is the agency that is replacing MCDEM.
