Lotto Amendment Rules 2015: revoked, on 29 September 2025, pursuant to rule 67 of the Lotto Rules 2025 (SL 2025/174).

These rules are administered by the New Zealand Lotteries Commission.
Pursuant to section 243 of the Gambling Act 2003, the New Zealand Lotteries Commission (Lotto New Zealand) makes the following rules after approval by the Minister of Internal Affairs.

Rules
1 Title
These rules are the Lotto Amendment Rules 2015.
2 Commencement
These rules come into force on 4 October 2015.
3 Principal rules
These rules amend the Lotto Rules 2000 (the principal rules).
4 Rule 3 amended (Interpretation)
(1)
In rule 3, replace the definition of board with:
board means a grid of numbers that allows—
(a)
a player selection to be made for standard lotto, lotto powerball, or lotto strike; or
(b)
1 or more lucky dip selections to be made for standard lotto, lotto powerball, or lotto strike
(2)
In rule 3, definition of coupon, after “selection”
, insert “or a lucky dip selection”

5 Rule 25 amended (Multi-draw selections)
(1)
In rule 25(1)(a), after “selections”
, insert “or lucky dip selections”

(2)
In rule 25(1)(b), after “selections”

6 Rule 30 amended (Amount of prize pool for game of standard lotto)
In rule 30(2), replace “3%”

7 Rule 31 amended (Division of prizes and allocation of prize pool for standard lotto)
Replace rule 31(3)(a) to (c) with:
(a)
any allocations made by the Commission from the prize reserve fund; and
(b)
any reallocation of the prize pool in accordance with rule 38 or 39.
8 Rule 32 amended (Amount of prize pool for game of lotto powerball)
In rule 32(2), replace “5%”
with “10%”

9 Rule 33 amended (Division of prizes and allocation of prize pool for lotto powerball)
(1)
After rule 33(1)(f), insert:
(g)
division seven, being—
(i)
a lotto powerball selection that correctly matches the lotto powerball winning number drawn in that game; and
(ii)
a standard lotto selection it has been issued in conjunction with that correctly matches, in any order, 3 of the 6 standard lotto winning numbers drawn in that game.
(2)
Replace rule 33(2)(a) to (f) with:
(a)
division one, 96.86% of the prize pool for the game after division seven prizes have been allocated:
(b)
division two, 0.47% of the prize pool for the game after division seven prizes have been allocated:
(c)
division three, 0.45% of the prize pool for the game after division seven prizes have been allocated:
(d)
division four, 0.11% of the prize pool for the game after division seven prizes have been allocated:
(e)
division five, 0.94% of the prize pool for the game after division seven prizes have been allocated:
(f)
division six, 1.17% of the prize pool for the game after division seven prizes have been allocated:
(g)
division seven, $12 for each winning lotto powerball selection in this division.
(3)
In rule 33(4), after “all prize divisions”
, insert “except division seven”

10 New rule 33A inserted (Commission may determine maximum allocation for lotto powerball division one)
After rule 33, insert:
33A Commission may determine maximum allocation for lotto powerball division one
(1)
The Commission may determine the maximum amount that may be allocated to division one out of the prize pool for a game of lotto powerball.
(2)
If, in a game of lotto powerball, the allocation for division one under rule 33(2)(a) exceeds the maximum allocation determined by the Commission under subclause (1) for that game, the Commission must set aside the amount of the excess from the allocation for division one and pay it into the prize reserve fund.
11 Rule 35A replaced (Jackpots for standard lotto)
Replace rule 35A with:
35A Portion of prize pool paid into prize reserve fund if no division one winning selection for standard lotto
If, as a result of any drawing, there is no division one winning selection in a game of standard lotto, the portion of the prize pool that was allocated to division one for that drawing must be paid into the prize reserve fund.
12 Big Wednesday Rules 2005 revoked
The Big Wednesday Rules 2005 (SR 2005/273) are revoked.

Explanatory note
This note is not part of the rules, but is intended to indicate their general effect.
These rules come into force on 4 October 2015 and amend the Lotto Rules 2000.
The amendments relate to the introduction of a mid-week lotto draw. They—
replace and amend respectively the definitions of board and coupon so that new coupons can be introduced that allow players to select the number of lines they would like to play, rather than having to choose particular numbers; and
make it clear that lucky dip selections can be made for multiple draws; and
remove the potential for the standard lotto division one prize pool to jackpot if it is not won. The maximum division one prize allocation for standard lotto is expected to be $1 million per draw, as determined by Lotto NZ; and
add a new prize division for lotto powerball. The new division 7 will have a fixed prize of $12; and
allow Lotto NZ to determine the maximum allocation to division one in respect of lotto powerball in the same way as it is able to do for standard lotto; and
make changes to percentages payable to the prize pool and the prize reserve fund to facilitate the introduction of mid-week lotto; and
revoke the Big Wednesday Rules 2005, because Big Wednesday will no longer be offered.
These rules are a legislative instrument and a disallowable instrument for the purposes of the Legislation Act 2012 and must be presented to the House of Representatives under section 41 of that Act.

1 General
This is a consolidation of the Lotto Amendment Rules 2015 that incorporates the amendments made to the legislation so that it shows the law as at its stated date.
2 Legal status
