Lotto Amendment Rules 2008: revoked, on 29 September 2025, pursuant to rule 67 of the Lotto Rules 2025 (SL 2025/174).
Note
The Parliamentary Counsel Office has made editorial and format changes to this version using the powers under subpart 2 of Part 3 of the Legislation Act 2019.

These rules are administered by the New Zealand Lotteries Commission.
Pursuant to section 243 of the Gambling Act 2003, the Minister of Internal Affairs approves the following rules, which were made by the New Zealand Lotteries Commission on 19 March 2008.

Rules
1 Title
These rules are the Lotto Amendment Rules 2008.
2 Commencement
These rules come into force on 28 March 2008.
3 Principal rules amended
These rules amend the Lotto Rules 2000.
4 New rule 2A inserted
The following rule is inserted after rule 2:
2A Application
(1)
These rules apply to lotto, lotto powerball, and lotto strike tickets, whether they are issued in printed form by a terminal or purchased electronically.
(2)
For the purpose of enabling lotto, lotto powerball, and lotto strike tickets to be purchased electronically, these rules apply subject to all necessary modifications.
(3)
Despite subclause (2),—
(a)
a reference in these rules to any act done electronically or anything in an electronic form must be read only as a reference to lotto, lotto powerball, or lotto strike tickets being purchased electronically; and
(b)
an act that is described in these rules as being done electronically must be done in accordance with any additional instructions provided by the Commission, including any terms and conditions governing the use of the Commission’s Internet site for the purchase of those tickets electronically.
5 Interpretation
(1)
Rule 3 is amended by revoking the definition of coupon and substituting the following definition:
coupon means a coupon provided by the Commission in printed form or by electronic means that contains at least 1 board for use in making a player selection
(2)
Rule 3 is amended by inserting the following definitions in their appropriate alphabetical order:
electronic includes electrical, digital, magnetic, optical, electromagnetic, biometric, and photonic
purchased electronically, in relation to a ticket,—
(a)
means purchased from the Commission by electronic means; but
(b)
does not include a purchase made from any other retailer or a purchase made by post or other delivery service
(3)
Rule 3 is amended by revoking the definition of ticket and substituting the following definition:
ticket means a ticket that—
(a)
records selections, the game number or numbers, cost, and other information as determined by the Commission; and
(b)
is either issued in printed form by a terminal or purchased electronically
6 New rules 10 and 10A substituted
Rule 10 is revoked and the following rules are substituted:
10 Player selection requirements for tickets issued in printed form by terminal
(1)
For a ticket issued in printed form by a terminal, a player selection is made by a player marking, by hand, 1 or more numbered boxes on a board on a coupon with a vertical line that does not extend beyond the outline of the box of the number marked.
(2)
A player may submit a coupon completed in accordance with subclause (1) to a retailer for processing through the terminal to obtain a ticket recording the player selections marked on the coupon.
(3)
However, a board that is not marked by hand in accordance with subclause (1), but is marked by a machine or some other means, is invalid and must not be processed by the retailer.
10A Player selection requirements for tickets purchased electronically
(1)
For a ticket purchased electronically, a player selection is made by a player making a selection electronically on a coupon.
(2)
A player may electronically submit a coupon completed in accordance with subclause (1) to obtain a ticket recording the player selections made on the coupon.
7 Making standard lotto selection
Rule 11(1) is amended by inserting “or selecting electronically”
after “marking”
.
8 Making combo selection
(1)
Rule 12 is amended by revoking subclause (1) and substituting the following subclause:
(1)
The Commission is not required to, but may, in the case of a ticket issued in printed form by a terminal or a ticket purchased electronically, or in both cases, permit players to make their selections by means of 1 or more systems for a combo selection.
(2)
Rule 12(2) is amended by inserting “or selecting electronically”
after “marking”
.
(3)
Rule 12(3) is amended by inserting “or select electronically”
after “line”
.
9 New rule 13 substituted
Rule 13 is revoked and the following rule substituted:
13 Making standard lotto lucky dip selection
(1)
For a ticket issued in printed form by a terminal, a player who requests a standard lotto lucky dip selection or a combo lucky dip selection may, without a coupon, be issued by the retailer with a ticket through the terminal that has recorded on it the lucky dip selection or the combo lucky dip selection requested by the player.
(2)
For a ticket purchased electronically, a player who selects electronically a standard lotto lucky dip selection or a combo lucky dip selection will be issued with a ticket that has recorded on it the lucky dip selection or the combo lucky dip selection requested by the player.
10 Making lotto powerball selection
(1)
Rule 14 is amended by revoking subclause (1) and substituting the following subclauses:
(1)
For a ticket issued in printed form by a terminal, a player may make a lotto powerball selection by marking a standard lotto selection (other than a combo selection) on a coupon, and either—
(a)
marking a lotto powerball selection on a board (if provided) on the same coupon that the standard lotto selection has been made denoted by the same letter of the alphabet as the player’s standard lotto selection; or
(b)
advising the retailer, when handing the coupon to the retailer for processing,—
(i)
of the player’s lotto powerball selection; or
(ii)
that the player wants the Commission’s computer system to choose, on a random basis, the player’s lotto powerball selection.
(1A)
For a ticket purchased electronically, a player may make a lotto powerball selection by selecting electronically—
(a)
a standard lotto selection (other than a combo selection) on a coupon; and
(b)
a lotto powerball selection on a board (if provided) on the same coupon that the standard lotto selection has been made.
(2)
Rule 14(2)(a) is amended by inserting “or selects electronically a lotto powerball selection in accordance with subclause (1A)(b)”
after “subclause (1)(b)(i)”
.
(3)
Rule 14(3) is amended by omitting “subclause (1)(b)”
and substituting “subclauses (1)(b) and (1A)(b)”
.
11 Making lotto powerball selection with combo selection
Rule 15 is amended by revoking subclause (1) and substituting the following subclauses:
(1)
For a ticket issued in printed form by a terminal, a player may make a lotto powerball selection in conjunction with a combo selection by marking a combo selection on a coupon, and either—
(a)
marking a lotto powerball selection on a board (if provided) on the same coupon that the combo selection has been made; or
(b)
advising the retailer, when handing the coupon to the retailer for processing,—
(i)
of the player’s lotto powerball selection; or
(ii)
that the player wants the Commission’s computer system to choose on a random basis the player’s lotto powerball selection.
(1A)
For a ticket purchased electronically, a player may make a lotto powerball selection in conjunction with a combo selection by indicating electronically a combo selection on a coupon, and either—
(a)
indicating electronically a lotto powerball selection on a board (if provided) on the same coupon that the combo selection has been made; or
(b)
indicating electronically that the player wants the Commission’s computer system to choose on a random basis the player’s lotto powerball selection.
12 Making lotto powerball selection with lucky dip selection
(1)
Rule 16 is amended by revoking subclause (1) and substituting the following subclause:
(1)
A player may make a lotto powerball selection in conjunction with a standard lotto lucky dip selection (made in accordance with rule 13) by doing either of the following when making the lucky dip selection:
(a)
advising the retailer of, or indicating electronically, the player’s lotto powerball selection; or
(b)
advising the retailer, or indicating electronically, that the player wants the Commission’s computer system to choose, on a random basis, the player’s lotto powerball selection.
(2)
Rule 16(2)(a) is amended by inserting “, or indicates electronically,”
after “retailer of”
.
(3)
Rule 16(2)(b) is amended by inserting “, whether electronically or otherwise,”
after “requests”
.
(4)
Rule 16(3) is amended by inserting “, whether electronically or otherwise”
after “standard lotto lucky dip selections”
.
(5)
Rule 16(4) is amended by inserting “, whether electronically or otherwise”
after “standard lotto lucky dip selections”
.
13 Making lotto powerball selection with combo lucky dip selection
Rule 17 is amended by revoking subclause (1) and substituting the following subclause:
(1)
A player may make a lotto powerball selection in conjunction with a combo lucky dip selection by doing either of the following when making the combo lucky dip selection:
(a)
advising the retailer of, or indicating electronically, the player’s lotto powerball selection; or
(b)
advising the retailer, or indicating electronically, that the player wants the Commission’s computer system to choose, on a random basis, the player’s lotto powerball selection.
14 Making lotto strike selection
Rule 18 is amended by inserting “, or indicating electronically,”
after “marking”
in each place where it appears.
15 New rule 19 substituted
Rule 19 is revoked and the following rule substituted:
19 Making lotto strike lucky dip selection
(1)
For a lotto strike lucky dip ticket issued in printed form by a terminal,—
(a)
the retailer (without requiring a coupon) may, through the terminal, issue a ticket recording a lotto strike selection if a player requests a lotto strike lucky dip selection; and
(b)
the Commission may require the player to advise the retailer of the request at the time the player hands his or her completed standard lotto coupon to the retailer.
(2)
For a lotto strike lucky dip ticket purchased electronically,—
(a)
a ticket may be issued electronically if a player requests a lotto strike lucky dip selection; and
(b)
the Commission may require the player to make the request immediately after he or she has selected electronically his or her completed standard lotto coupon.
(3)
If a player wants to make a lotto strike selection in conjunction with a standard lotto lucky dip selection or a combo lucky dip selection, the lotto strike selections required by the player must be chosen either—
(a)
on a random basis by the Commission’s computer system; or
(b)
by the player completing a coupon in accordance with rule 18 and the player, as the case may be, either—
(i)
presenting the completed coupon to the retailer when the player advises the retailer that he or she wishes both to purchase a standard lotto lucky dip selection or combo lucky dip selection and to play in the lotto strike game run in conjunction with the standard lotto game for which the lucky dip selection would be made; or
(ii)
indicating electronically that he or she wishes both to purchase a standard lotto lucky dip selection or combo lucky dip selection and to play in the lotto strike game run in conjunction with the standard lotto game for which the lucky dip selection would be made.
(4)
A ticket may be issued recording the lotto strike lucky dip selections,—
(a)
for a ticket issued in printed form by a terminal, by the retailer through the terminal; or
(b)
for a ticket purchased electronically, by electronic means.
16 New rule 19A inserted
The following rule is inserted before rule 20:
19A Application of rules 20 to 27
(1)
Rules 20 to 27 apply to a ticket issued in printed form by a terminal, but only rules 20, 23(1) and (3), and 25 apply to a ticket purchased electronically.
(2)
To avoid doubt and for the purposes of rule 21, a ticket purchased electronically cannot be cancelled.
17 Player responsibility
Rule 23 is amended by revoking subclauses (1) and (2) and substituting the following subclauses:
(1)
It is the sole responsibility of a player to verify that the selections recorded or displayed on the ticket correspond with those that the player made or requested and that the game number and date of drawing are correct, either, as the case may be,—
(a)
by checking the ticket issued in printed form by a terminal; or
(b)
before confirming the purchase of the ticket electronically.
(2)
By accepting a ticket issued in printed form by a terminal, the player is taken to have accepted that the selections recorded on the ticket correspond with those that the player made or requested.
18 Multi draw selections
(1)
Rule 25(2)(a) is amended by omitting “have printed on them”
and substituting “show”
.
(2)
Rule 25(3) is amended—
(a)
by inserting “, or indicating electronically,”
after “marking”
; and
(b)
by inserting “, or indicate electronically,”
after “mark”
.
(3)
Rule 25(5) is amended by inserting “, or, as the case may be, indicate electronically”
after “retailer of”
.
(4)
Rule 25(7) is amended by omitting “issued for a multi draw selection”
and substituting “for a multi draw selection that is issued in printed form by a terminal”
.
19 Payment of prizes
(1)
Rule 43(3) is amended by inserting “that is won through a ticket issued in printed form by a terminal and is”
after “A prize”
.
(2)
Rule 43(4) is amended by omitting “A prize”
and substituting “That prize”
.
20 Determination of prize claims
Rule 44(2) is amended by inserting “issued in printed form by a terminal”
after “A ticket”
.
21 New rule 46 substituted
Rule 46 is revoked and the following rule substituted:
46 Ticket validation requirements
(1)
In addition to any other requirements in these rules, the requirements in subclause (2) or, as the case may be, subclause (3) apply before a ticket is regarded as a valid prize winning ticket.
(2)
For a ticket issued in printed form by a terminal,—
(a)
the ticket must include 1 or more selections that are winning selections:
(b)
the ticket must have been issued on behalf of the Commission by a retailer through a terminal in the authorised manner:
(c)
the ticket must be intact and must not be mutilated, altered, unreadable, reconstituted, or tampered with in any manner:
(d)
the information recorded on the ticket must correspond with the Commission’s computer record of prize winning tickets:
(e)
each number on the ticket, whether selection numbers, game number, or otherwise must be fully legible:
(f)
the ticket must not be defectively printed or produced in error to an extent that it cannot be processed by the Commission or any other retailer:
(g)
the ticket must not be false, counterfeit, or cancelled:
(h)
the ticket must not appear on the Commission’s computer record of cancelled tickets:
(i)
all information appearing on the ticket must appear in the Commission’s official computer record of winning tickets, and a prize must not have already been paid in relation to another ticket with identical data:
(j)
the ticket must pass all additional confidential validation tests and security criteria established by the Commission:
(k)
the ticket must not have been issued in return for a machine-completed coupon.
(3)
For a ticket purchased electronically,—
(a)
the ticket must include 1 or more selections that are winning selections:
(b)
the information recorded on the ticket must correspond with the Commission’s computer record of prize winning tickets:
(c)
the ticket must not be false or counterfeit:
(d)
the ticket must not appear on the Commission’s computer record of cancelled tickets:
(e)
all information appearing on the ticket must appear in the Commission’s official computer record of winning tickets, and a prize must not have already been paid in relation to another ticket with identical data:
(f)
the ticket must pass all additional confidential validation tests and security criteria established by the Commission.
22 New rule 48A inserted
The following rule is inserted after the heading to Part 4:
48A Prizes won through tickets purchased electronically
(1)
Despite anything in this Part, the following provisions apply to all prizes won through tickets purchased electronically:
(a)
prizes cannot be claimed from a retailer:
(b)
monetary prizes will be credited to the purchaser:
(c)
the purchaser must comply with the Commission’s terms and conditions for prizes:
(d)
non-monetary prizes will be delivered to the purchaser’s nominated address.
(2)
Rule 51 does not apply to prizes won through tickets purchased electronically, but the rest of the rules in this Part apply to those prizes.
23 Bonus lotto strike selection
(1)
Rule 53(1) is amended—
(a)
by omitting “in cash”
and substituting “monetarily”
; and
(b)
by inserting “or, in the case of a ticket purchased electronically, to the purchaser of the ticket”
after “bearer of the ticket”
.
(2)
Rule 53(3) is amended by inserting “(or, for a ticket purchased electronically, the purchaser is eligible for a division four prize and there is no lotto strike game on sale)”
after “sale”
.
(3)
Rule 53(3)(a) is amended by omitting “cash”
and substituting “monetary”
.
(4)
Rule 53(3)(b) is amended by omitting “cash equivalent”
and substituting “monetary equivalent (which, in the case of a ticket purchased electronically, will be credited to the purchaser)”.
(5)
Rule 53(4) is amended by omitting “cash” and substituting “monetary”.
24 Effect on advance game entries and multi draw selections
(1)
Rule 56(1) is amended by omitting “If”
and substituting “For a ticket issued in printed form by a terminal, if”
.
(2)
Rule 56(2) is amended by omitting “If”
and substituting “For a ticket issued in printed form by a terminal, if”
.
(3)
Rule 56 is amended by adding the following subclause:
(3)
For a ticket purchased electronically, if, for any reason, a drawing for lotto powerball or lotto strike to which a multi draw selection relates is withdrawn or not held, the player is entitled to a refund equal to the cost of his or her selections for each game for which a drawing was not held.

Explanatory note
This note is not part of the rules, but is intended to indicate their general effect.
These rules, which come into force on 28 March 2008, amend the Lotto Rules 2000 by making a number of technical and drafting changes to enable tickets for lotto, lotto powerball, and lotto strike to be purchased electronically on the Lotteries Commission’s Internet site.

1 General
This is a consolidation of the Lotto Amendment Rules 2008 that incorporates the amendments made to the legislation so that it shows the law as at its stated date.
2 Legal status
A consolidation is taken to correctly state, as at its stated date, the law enacted or made by the legislation consolidated and by the amendments. This presumption applies unless the contrary is shown.
Section 78 of the Legislation Act 2019 provides that this consolidation, published as an electronic version, is an official version. A printed version of legislation that is produced directly from this official electronic version is also an official version.
