The eligibility criteria for registration in class 1: social landlord are as follows:
the applicant must be a community housing provider; and
the applicant must not be—
a local authority; or
a council-controlled organisation; or
a subsidiary of a local authority or council-controlled organisation unless the subsidiary is operating at arm’s length from the local authority or council-controlled organisation; and
the applicant’s governing body must, after having reviewed the performance standards, support the application for registration; and
the authority must be satisfied, on reasonable grounds, that the applicant has the capacity to meet the performance standards.
