If you are concerned about secondary legislation, you can complain to the Regulations Review Committee. The Regulations Review Committee is a specialist committee of Parliament that examines secondary legislation.

Contact the relevant administering agency or Minister
If you have feedback or suggestions about an Act or secondary legislation, the government agency that administers the legislation is your first port of call. To learn how to contact government agencies in New Zealand, see Get answers to legislation questions.

How can I learn about opportunities to contribute during public consultation?
Government agencies and Ministers frequently invite public consultation on policy under development relating to legislation. Or they may circulate draft legislation – an “exposure draft” – before a Bill is introduced to Parliament or secondary legislation is made, to gather feedback. These processes provide an opportunity to contribute to the policy or legislation while it is being developed.

Report a red tape issue or send feedback to the Ministry for Regulation
You might want to report a red tape issue to the Ministry for Regulation. As part of its work to improve regulatory quality, people and organisations can report regulatory issues, or opportunities for regulatory improvement, directly to the Ministry for Regulation through its website tipline.
You might also wish to comment to the Ministry for Regulation about regulatory system problems and comments. The ministry invites public feedback via its Engagement Hub Ministry for Regulation - Citizen Space as part of its work to improve the quality of regulation.

We are able to correct some errors and make certain other limited editorial changes to legislation for the purpose of keeping it up to date and improving the ability of users to find, use, and understand that legislation. However, the key limiter is that we are not able to make an editorial change if the change would, if enacted, change the effect of the provision. See subpart 2 of Part 3 of the Legislation Act 2019.
