This order, which comes into force on 13 November 2025, amends Schedule 2 of the Heavy Engineering Research Levy Act 1978 (the principal Act).

Schedule 2 contains a list of goods in respect of which a research levy (at the specified rate) is payable under the principal Act. The listed goods are described by reference to their classification under the Tariff of New Zealand (the Tariff). All goods imported into New Zealand must be classified under the Tariff.

This order amends Schedule 2 of the principal Act to make it consistent with amendments to the Tariff made by the Tariff (ACCTS) Amendment Order 2025 (the Tariff order).

Specifically, this order inserts a new Tariff item into Schedule 2 in relation to wind turbine tower parts.

This order also inserts a new statistical key code for other goods under Tariff heading 73.08. This amendment aligns the code listed in Schedule 2 with the new code that was inserted into the Working Tariff Document of New Zealand by the Tariff order.
