The Secretary must, as soon as practicable after he or she is notified of an accident under section 25, provide the notice or information that has been given to the Secretary to—
(a) the person who must be notified of the particulars of an accident under section 17(3) of the Gas Act 1992 if the Secretary is of the opinion that section 17 of that Act applies to the accident; and
(b) the person who must be notified of the particulars of an accident under section 16(3) of the Electricity Act 1992 if the Secretary is of the opinion that section 16 of that Act applies to the accident.
